    <summary>Wanted: Lee ShawPolice in Lancashire are appealing for information about the whereabouts of a very high risk sex offender. Lee Shaw, 27, a Registered Sex Offender, is wanted for offences of breach of bail and failing to notify. He appeared at Fleetwood Magistrates Court on 1st September for an offence of failing to comply with notification requirements and was remanded on bail to live and sleep at an address in the town. But he has since failed to report to the police and to keep an appointment with the Probation Service. The last positive sighting of Shaw was in Sheffield on 15th September. Shaw was convicted in 2003 at Edinburgh High Court and sentenced to 18 months for offences of lewd, indecent and libidinous behaviour after he sexually assaulted a young boy. He has five previous convictions for failing to comply with sex offender notification requirements &#226;&#8364;&#8220; most recently in August 2011. Shaw has links to Manchester, Lancashire and Yorkshire. He is described as white, 5ft 5ins tall, slim build, with blue eyes and short fair hair. He speaks with a Yorkshire accent. Detective Inspector Phil Jones, head of Lancashire Constabulary&#226;&#8364;&#8482;s Northern Division Public Protection Unit, said: &#226;&#8364;&#339;Lee Shaw is a very high risk sex offender with a conviction for a serious sexual offence. I believe he poses a significant risk of harm and I would appeal to anyone who knows where he may be to get in touch with us. &#226;&#8364;&#339;Sex offenders are managed in the community by police and partners, a system which aims to prevent them committing further offences, but if they do not comply with the obligations of their licence or notification requirements, then we will take robust and positive action to locate them, as we are doing in this case.&#226;&#8364;* &#226;&#8364;&#162; If anyone has any information about Shaw&#226;&#8364;&#8482;s whereabouts they can contact Lancashire Police on 08451 25 35 45 or they can contact Crimestoppers anonymously on 0800 555 111.</summary>

    <summary>The police have launched a special text messaging crime prevention scheme has been launched to keep holiday makers safe. The Holiday Watch scheme allows those staying at the South Lakes Leisure Village, Carnforth, to receive up-to-date information on suspicious and criminal activity in the area, along with tips to protect their property, via their mobiles. It echoes similar schemes, such as Canal Watch and Farm Watch, which have already been used in the north of the county to prevent crime and provide information to transient or more difficult to reach members of the community. The launch of Holiday Watch at the site was attended by members of the neighbourhood policing team, crime prevention officers and an Emergency Services Community Support Officer (ESCSO). Members of 2246 Carnforth Air Training Corps also assisted with the event and postcoded a number of bicycles. Residents were able to seek advice on a variety of safety and security measures and all of the lodges on the site have been provided with property marking kits by the Leisure Village management team to enable residents to security mark their valuables. The scheme will be rolled out to other local holiday sites and caravan parks over the coming months. &#226;&#8364;&#339;People want to go on holiday to relax and have a good time,&quot; says PC Linda Head, community beat manager for the area. &quot;Unfortunately, becoming a victim of crime can spoil all of that.     <summary>Maureen Le Marinel, Branch Secretary for UNISON&#226;&#8364;&#8482;s Lancashire Police  Branch, was elected Vice President of the Union at its national  conference in June 2011 and is the first gay woman to hold this office  in the union.  Maureen&#226;&#8364;&#8482;s long-term commitment to trade  unions started in 1984. After being discharged from the Army for being  gay, she took a job in Lancashire Constabulary&#226;&#8364;&#8482;s control room. After her  six-month review, she &#226;&#8364;&#732;came out&#226;&#8364;&#8482; at work.   &#226;&#8364;&#339;After coming out in  the workplace I was targeted for bullying by senior members of the  force,&quot; recalls Maureen of how she became involved in Trade Unionism. &quot;But after one phone call to my union, NALGO at the time, which  later merged to form UNISON, the matter was dealt with in very positive  and progressive way for the time and it inspired me to get more  involved. &quot;I soon became a steward, and my role grew as the equality laws  were taking shape, and the force used me as an unofficial policy  person.&#226;&#8364;*  She was an assistant branch secretary for  about ten years, and when Lancashire Police&#226;&#8364;&#8482;s own branch was founded in  2006, she became its Branch Secretary. Maureen has been sitting on  regional committees since the early 90&#226;&#8364;&#8482;s. She became the police staff  representative on the national police service group in 2000, and joined  the National Executive Council, the union&#226;&#8364;&#8482;s highest lay body, in 2003.  Through  her time on the Presidential team, Maureen will be focussing on pushing  the union&#226;&#8364;&#8482;s agenda of fairness forward. &#226;&#8364;&#339;Throughout  my life, fairness has always been key,&quot; she says. &quot;UNISON is not a banging on the  table type of union &#226;&#8364;&#8220; we want to find a fair and reasonable solution  that is best for everyone.     <summary>Teenagers who want to do something proactive with their spare time are being urged to sign up for the next teenage voluntary police cadets course. The scheme has been running for a number of years and accepts 16 &#226;&#8364;&#8220; 19-year-olds who live or attend school in the Carnforth, Garstang, Lancaster or Morecambe areas. The 38-week course enables teens to experience the full spectrum of policing within Lancashire, while carrying out fundraising challenges to the benefit of local causes. They also undertaken many projects aimed at breaking down barriers between the police, young people and the wider community, while working towards gaining a BTEC qualification.     <summary>Lancashire police are warning members of the public to be particularly vigilant if considering buying a used car. The warning comes after a spate of reports of stolen and cloned vehicles over recent weeks. In the past fortnight, police have received six reports from people who have bought second hand cars that have been advertised on the internet that it transpires have been stolen and cloned using another vehicles&#226;&#8364;&#8482; identity. Detective Sergeant Simon Ingham, from the Organised Vehicle Crime Team said; &#226;&#8364;&#339;This type of criminality has a huge impact on the victims who are targeted as they are often left thousands of pounds out of pocket, with no way of getting their money back. &#226;&#8364;&#339;We would send a strong warning to people who think they can get away with cloning cars and selling them on to innocent people &#226;&#8364;&#8220; you will be targeted and you will be caught and brought to justice. I would also like to reassure members of the public that Lancashire Constabulary is taking robust action against those who clone and sell stolen vehicles. DS Ingham continued: &#226;&#8364;&#339;People should exercise great caution when buying second handcars from private sales. We are currently working very closely with organisations such as Auto Trader in order to eradicate this type of crime. My advice would be to avoid paying cash where possible, otherwise ask for and record some form of credible identification from the seller and never meet in a car park or similar type of venue in order to complete the purchase of a car. &#226;&#8364;&#339;If purchasers are taken to a private address make sure the seller actually lives there. A genuine seller shouldn&#226;&#8364;&#8482;t object to this type of checking particularly if they want to achieve a sale. If in doubt walk away and inform the police or contact Crimestoppers. Never buy a car without a log book. Police are also warning car owners to be extra vigilant in order to prevent their cars from being stolen through &#226;&#8364;&#732;car key burglaries&#226;&#8364;&#8482; &#226;&#8364;&#8220; as this is quite often the first link in the car cloning chain. Newer cars, which are often targeted for cloning, are difficult to steal so offenders are resorting to stealing keys left on show by using a hook or cane to retrieve them through an unlocked window, letterbox or cat-flap &#226;&#8364;&#8220; people can prevent this by ensuring car keys are kept securely out of the way. &#226;&#8364;&#162; Anyone with any information that could be useful to police can call Lancashire Constabulary on 08451 25 35 45 or Crimestoppers on 0800 555 111.</summary>

    <summary>The public are to be asked for their views on the future of police premises and front counter services in the county after the Constabulary considered a report outlining potential savings of up to &#194;&#163;1 million annually and one-off sales of over &#194;&#163;4 million. The potential savings - which may see the closure and sell off of police stations in Carnforth, Over Kellet, Cowan Bridge, Caton, Cabus and Bowgreave (in Old Garstang) - are part of on-going work to identify savings in the region of &#194;&#163;42 million over the next four years. The Constabulary has been reviewing the properties it uses and the services it provides via front counters in some of its police stations. The reviews, which were noted by senior managers last Friday, outline a plan to make no changes to the busiest stations across the county, such as Lancaster, Morecambe, Fleetwood and Garstang, but to close a number of the front counter desks and to dispose of those premises where there is limited demand from the public, or where the public have no access, or which are unoccupied. Speaking after the meeting, Assistant Chief Constable Andy Cooke said: &#226;&#8364;&#339;The Constabulary recognises that the closure of any front counter, or indeed any police premise, is iconic for the public and will cause concern. This is why it has looked closely at visitor numbers in particular to identify those which are used the most in order to limit the impact to a potentially smaller number of people. &#226;&#8364;&#339;We fully expect that this will be a difficult discussion for us to have with the public and one that will be highly emotive, but there is the potential to save in the region of &#194;&#163;1 million per year in running costs through the proposals set out in this review, and more than &#194;&#163;4 million from the sale of the properties. &quot;These are significant sums of money,&quot; he added. &quot;It will be vital for us to carefully consider how we strike the right balance between finding the savings whilst limiting the impact on the public and protecting officer numbers in what is an already constricting environment.&#226;&#8364;* The Front Counters review has looked at a range of issues including opening hours, services provided to the public and working practices across the force, and a number of recommendations are being made as a result of the findings. The review has found that 81 per cent of the total footfall of visitors across the county is catered for by just 17 of the front counters. The remaining 21 are dealing with only 19 per cent of the overall footfall and are therefore recommended for closure in the report considered at last Friday&#226;&#8364;&#8482;s meeting, though all decisions were delayed, pending consultation with the public and key stakeholders. The front counters that remain open will offer a standardised and consistent service to the public, unlike at present where people can potentially be sent to other police stations to access the service they need. They will not close for lunch, for training purposes or for any other reason outside of these hours so this will be a better service for the public. &#226;&#8364;&#339;We believe that by closing the front desks which are currently underused and offering a standardised service in all of the remaining front counters will result in an improvement on the current position,&quot; argues Andy Cooke, &quot;which sees people being sent from one counter to another depending on the services they need to access. &#226;&#8364;&#339;However, we recognise that police station closures can cause anxiety and concern amongst local people which is why we are asking the Lancashire public for their views to ensure that we are taking these into account when making the final decision on closures later this year.&quot; &#226;&#8364;&#339;Over recent years, we have extended our reach into the community and now operate out of almost 200 different bases across the county.&amp;nbsp; This means we rely less on the public coming to us. The continued development of on-line and digital services also provides additional opportunities for the public to access services differently and this will continue as technology moves forward.&#226;&#8364;* &#226;&#8364;&#339;We fully understand the importance people place on local police stations,&quot; noted the Chair of Lancashire Police Authority, Malcolm Doherty, &quot;and intend to work closely with the Constabulary on the consultation regarding these proposals. We need to know what people really feel on the subject and Police Authority members will be actively involved in that work.  &#226;&#8364;&#339;However, we do need to find further savings and we are faced with some difficult choices in order to meet the required budget reductions, but I should stress that no decisions have yet been made as far as these plans are concerned.&amp;nbsp; I can assure people that we will take their views into account when the time comes to take that decision.&#226;&#8364;* In North Lancashire, Cockerham, Preesall and Hambleton police stations are already closed and up for sale. Maureen Le Marinel, Branch Secretary of UNISON the Trade Union representing Police Staff employed on Front Counters across the Constabulary, said &#226;&#8364;&#339;I welcome the public consultation the Constabulary and the Police Authority are undertaking.&amp;nbsp; This is something that our members have raised with us as part of the force review of Front Counters due to cuts.  &#226;&#8364;&#339;Any closure of Front Counters will impact on the jobs of our members and we will continue to work with the Constabulary in order to mitigate any job losses through proper consultation and using agreed procedures, as we have over the last two years in order for the Constabulary to identify the &#194;&#163;42 million savings that they have to find through no fault of their own.&amp;nbsp; We would urge all members of the public in the communities of Lancashire to take part in this important process&#226;&#8364;*. Mark Sweet, Lancashire Federation Secretary, said: &#226;&#8364;&#339;We fully support the Constabulary in its need to review all areas of business.     <summary>Police placed what they termed &quot;a ring of steel&quot; around Morecambe on Wednesday, to crack down on offenders coming in to the town to commit crime. Automatic Number Plate Recognition (ANPR) technology was used on the roads into the town so that officers could use intelligence to target travelling criminals. The lockdown lead to 42 vehicles being stopped and checked over by police. As a result, eight motorists were found to be operating scrap metal businesses without the correct licence&amp;nbsp; - three of whom then had their vehicles seized for being unroadworthy. 14 motorists were given fixed penalty notices &#226;&#8364;&#8220; six for using mobiles while driving, one for having poor quality tyres, three for not wearing their seatbelts and four for document offences. Officers also seized a further eight vehicles for being unroadworthy. The activity took place as part of Operation Belevedere, which is aimed at reducing serious acquisitive crime. Chief Inspector Ian Dawson, Lancashire Police, said: &#226;&#8364;&#339;The ring of steel we created using the ANPR system highlights the fact that we will use all the tools available to us to stop criminals from travelling into the area to commit crime. &#226;&#8364;&#339;People can be reassured that if they come to Morecambe to go about their legitimate business they will be welcomed &#226;&#8364;&#8220; but criminals intent on travelling to Morecambe to commit offences will be caught and dealt with appropriately.&#226;&#8364;*</summary>

    <summary>Over 80 visitors to Lancaster Farms young offenders institute were searched by police in a crackdown on contraband items making their way into the establishment - and items seized as a result. The activity was carried out as part of regular checks on those entering the Lancaster Young Offenders Institute, to prevent items such as drugs or mobile phones being smuggled inside by visitors.     <summary>Scrap metal thieves are being targeted as part of a police crackdown in North Lancashire. Police have stepped up patrols after a spate of thefts in the Lancaster and Morecambe areas with items such as bicycles and stainless steel kitchen sinks being stolen. Officers are working with the Environment Agency, the Department for Work and Pensions and VOSA to carry out checks on vehicles across the area. People are being urged to secure their property and ensure any property which could be targeted by scrap metal thieves is locked away.  Inspector Dave Vickers said: &#226;&#8364;&#339;This activity is aimed at disrupting scrap metal thieves whilst sending a positive message to the community that the police, working in partnership with other agencies including the Environment Agency, VOSA and the DWP, are working hard to make our neighbourhoods safer. &#226;&#8364;&#339;We work closely scrap metal dealers on the White Lund Industrial Estate to check vehicles entering the yards are safe and road worthy. &#226;&#8364;&#339;I urge people to contact us if they see any goods type vehicles acting suspiciously, particularly in isolated rural areas or farms. If they can provide a description of the vehicle and the registration number, we will try to trace the vehicle as soon as possible to ensure everything is above board. &#226;&#8364;&#339;I also urge members of the public who see people acting suspiciously near to parked vehicles to contact the police and would ask that garages with a large number of vehicles in stock to check their security measures. &#226;&#8364;&#339;We hope to educate scrap yard workers and waste carriers whilst targeting those who seek to profit from crime by cashing in at local dealers.     <summary>Police are appealing for witnesses to come forward after a Renault Megane was involved in a head on collision with a Ford Ka on the A6 Yealand Conyers last night (Monday 14th February). The collision happened around 6.45pm 200m south of Snape Lane when the gold Renault Megane, driven by a 62 year old woman was travelling towards Milnthorpe and the black Ford Ka, driven by a 66 year old man from Barrow, was travelling towards Carnforth. The drivers and sole occupants of both cars were extricated by Lancashire Fore and Rescue Service and conveyed to Royal Lancaster Infirmary with serious but non-life threatening injuries. A third car, a silver Vauxhall Zafira which was travelling directly behind the Ford Ka was damaged by debris from the collision. The road was closed for five and a half hours to allow for collision investigation and road to be made safe for reopening. &#226;&#8364;&#162; Anybody that witnessed the incident or with any information should contact police on 08451 25 35 45.</summary>
